County Council, 13 July 2006 - Extract from minutes
Resolved: 1. That after consideration of all the evidence this Council agrees to retain the 3 tier system and further agrees:
i) That the County Council supports the implementation of other initiatives as recommended within paragraph 97 of the report of the member Working Group as they may be applied to a 3 tier structure.
ii) That the Cabinet Member responsible for Education along with the Director of Children's Services should develop a further list of actions (not including changes in structure) that may be taken both by the Department of Children's Services and Bedfordshire Schools to improve school performance.
iii) That these further actions along with the Working Group recommendations at Paragraph 97 of their report be combined into an Action Plan to achieve the objectives of substantial and sustained improvement in the performance of all Bedfordshire Schools and to achieve average Bedfordshire performance at least above the average performance level of our statistical neighbours at Key Stage 4 in the quickest time.
iv) That the Cabinet Member responsible for Education should along with the Director of Children's Services develop a Performance Management Structure, based on real outcomes with strong SMART targets, to ensure the delivery of the Action Plan and its objectives.
v) That this Action Plan and Performance Management Structure be brought to the Children and Young People Select Committee, Executive and this Council for approval as soon as possible.
vi) That progress of the Action Plan and Performance Management Structure should be monitored by the Children and Young People Select Committee and Executive on a regular basis with an annual report to this Council.
2.That this Council adopts these policies and will formally review the progress made in late 2009 to determine the success of these policies and any further initiatives that may be required at that time.
